Position Description & Key Priorities

In parallel with pushing leading states like California and New York to drive change, BDC is bringing together manufacturers and state policymakers in a broader set of states to co-create a common approach to phasing out gas appliances in a way that policymakers, manufacturers, organized labor, and environmental justice groups will support. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.

BDC is seeking an experienced and strategic Director of Market Transformation to lead a campaign to negotiate and implement a comprehensive policy framework between state governors’ offices and agencies and manufacturers that advances a multi-state appliance phaseout campaign for achieving a safe, equitable and just transition away from using gas in buildings. This position will supervise one or more direct reports.

Role Description

The Director of Market Transformation will provide leadership, oversight, coordination and implementation capabilities for the following:

  • Lead the development and implementation of a strategy for BDC’s overall market transformation initiative, including a roadmap for BDC’s multi-state appliance phaseout campaign.
  • Build and lead a diverse team to implement the market transformation strategy and appliance phase-out roadmap.
  • Work with various state agencies, governors’ offices and manufacturers and other stakeholder groups to negotiate a successful phaseout of gas appliances.
  • Coordinate with and support BDC’s CA and NY teams in their efforts to advocate appliance regulations, subsidy reform, program development, and other initiatives.
  • Create and manage a work plan that aligns stakeholders on critical research to inform the appliance phase out campaign.
  • Solicit and incorporate feedback from diverse stakeholders, including manufacturers, policymakers, equity groups and labor groups.
  • Secure commitment from manufacturers, policymakers, equity groups and labor groups across several states for the campaign policy framework.
  • Establish and maintain strong relationships with manufacturer product and regulatory staff.


  • Demonstrated success convening and facilitating challenging discussions with diverse interests, including manufacturers, policymakers, industry groups, and advocates to develop policy
  • Demonstrated success negotiating technical and policy outcomes between diverse stakeholder groups
  • Strong technical knowledge of HVAC and water heating systems
  • Experience working with HVAC and/or water heating manufacturer companies in either in a product or regulatory role
  • Experience working with state agencies
  • Knowledge of appliance standards, building codes, and third-party ratings (Energy Star, etc.)
  • Experience with labor and environmental justice issues and stakeholders
  • Outstanding project leadership and management

Work Environment, Schedule & Travel

The Director of Market Transformation will work remotely from their home and can be based anywhere in the United States. Some travel will be required, respective of Covid-related health and safety guidelines.

Salary and Benefits

The salary range for this position is $140,000 to $160,000, commensurate with experience, plus a competitive benefits package including health coverage, retirement benefits, flexible paid leave, paid holidays, and access to professional development resources.
